I just remembered a couple of details that might bear fruit - First of all, the padlock Arthur Powell invented and sold to the US Government, should be registered at the patent office. And secondly, he died of liver failure at age 51, in possibly Weleetka. And I believe he had been living in Texas when he met my grandmother.
His daughter Elizabeth was sold to Carl Graham at age 5 for $3,000 (?) during the depression just after Arthur Powell was jailed for stealing a loaf of bread. About 1931.

It is possible that he is the same person as this Chester Arther Powell, the dates are about right, although on his marriage certificate there is no mention of a first name Chester and his name is spelled Arthur not Arther. The family story is that he was from Texas, (probably a cowboy) and that his father or grandfather was from England. Also that his wife was Cherokee.
